Now that we are preparing to “Dance the Utility Rate Study-Proposition 218 Hearing” Dance for, what, the THIRD time around, I thought it would only be prudent to take a look see at Where We Have been, before deciding on Where We Are Going.
So..for those of who who want to do a little advance “Hearing Prep”, I offer the following.
The “Brief History of How We Got Into This Mess” Series
- A Brief History of Time (Spent on “Fixing” Water, Waste Water, and Garbage Rates-and other related issues) Part 1—1995 through 2002

The “Rate Study Series” (In which we take a more detailed look at the last two Rate Studies Livingston taxpayers have already paid for: and, hopefully, do a little bit of compare/contrast)
This Section is Currently a “Work in Process”. When you see a heading “light up”, that means the link to the page is operational.
- The Bergman Study
- LivingstonMidYrWaterReport Rate Study The “Sudir” Study (At the Moment, all I have is the “water” part)
- The Utility Bill Sample Series (A couple of weeks or so before the last Prop 218 Hearing go round, I built an Excell Spreadsheet that would “rough out” what a person’s “water bill” would look like, based upon the amount of water used and the number of trashcans at the address. Keep in mind that these are are only “rough estimates” based upon the three original Options as provided in the Study.
- The “New” Study is not out yet. Matter of fact, looks like we’re several weeks away yet. As of the date I first posted this page, the Utility Rate Stakeholders Committee hasn’t even had a “real” working session: at least, that’s what some councilmembers say.
The “Mission of the Utility Rate Stakeholders Committee” Series
- February 15, 2011 Discussion: Utility Rate Stakeholders Committee
- In Which the idea was first proposed for a Stakeholders Committee in which members would work with City Staff and Consultants
- April 05, 2011: Discussion of Utility Rate Stakeholder Committee Member Appointments
- In which the people who would be working with City Staff and Consultants were chosen
- June 07, 2011 Discussion of Utility Rate Committee Meeting
- In which it was revealed that the people who would be working with City Staff and Consultants already had their first “get together”. But the public was not invited.
