SPECIAL MEETING

LIVINGSTON CITY COUNCIL

JUNE 9, 2015

A Special Meeting of the Livingston City Council was held on June 9, 2015, in the City Council Chambers with Mayor Espinoza presiding.

CALL TO ORDER

Mayor Espinoza called the meeting to order at 6:11 p.m.

ROLL CALL

Mayor Rodrigo Espinoza

Mayor Pro-Tem Gurpal Samra

Council Member Jim Soria (Excused Absence)

Council Member Arturo Sicairos

PLEDGE OF ALLEGIANCE

The pledge of allegiance to the flag was recited.

CHANGES TO THE AGENDA

None.

CITIZEN COMMENTS

Mayor Espinoza opened Public Comments at 6:14 p.m.

Warren Urnberg, 1331 Eighth Street, believes that City umbrellas should be labeled to discourage thieves.

Tony Silva, City Clerk, asked if the tables and umbrellas located at the northwest intersection of “D” and Main Streets belong to the City or to a local food truck.

Mayor Espinoza thanked Mr. Urnberg for his suggestions and mentioned that the previous City Manager determined the location of the City umbrellas/tables.

Mayor Espinoza closed Citizen Comments at 6:24 p.m., as there were no further comments from the audience.

DISCUSSION AND POTENTIAL ACTION ITEMS

1. Candidate Interviews to Fill the Vacancy on the City Council.

City Attorney Sanchez introduced this item. He mentioned that Council Member David Mendoza resigned on April 30th due to personal reasons. The City had the option to fill this vacancy with a special election or by appointment. A special election could have cost the City several thousand dollars. Rather, the City advertised the vacancy and received letters of interest from three residents.

The City Council interviewed the candidates in the following order:

· Warren Urnberg, 1331 Eighth Street, Livingston California.

· Jason Roth, 1629 Spruce Court, Livingston, California.

· Alex McCabe, 2223 Aspenglen Way, Livingston California.

2. Resolution 2015-29 Filling the Vacant Seat on the City Council by Appointment.

Mayor Espinoza introduced this item.

Mayor Espinoza opened Public Comments at 7:16 p.m.

Katherine Schell-Rodriguez, P.O. Box 163, asked the candidates the following questions.

· What is the main impediment to having a vibrant downtown?

· What is the main impediment to allow orderly growth?

The candidates elected not to answer.

Mayor Espinoza closed Public Comments at 7:18 p.m., as there were no further questions from the audience.

Motion: M/S Sicairos/Samra to adopt Resolution No. 2015-29 Appointing Alex McCabe to Fill a Vacancy on the City Council. The motion carried 3-1 by the following roll call vote:

AYES: Council Members: Sicairos, Samra, Espinoza

NOES: Council Members: None

ABSENT: Council Members: Soria

3. Oath of Office of New Council Member.

The Oath of Office was postponed to the next regularly scheduled City Council Meeting.

City Attorney Sanchez announced that newly appointed Council Member McCabe will now be subject to the Brown Act.

4. Direction Regarding Sister City Program with Zapotlanejo, Jalisco, Mexico.

Mayor Espinoza introduced this item.

Mayor Espinoza opened and closed Public Comments at 7:28 p.m., as there were no comments from the audience.

Motion: M/S Sicairos/Samra to direct staff to draft a letter to the City of Zapotlanejo, Jalisco, Mexico, inviting them to be a Sister City. The motion carried 3-1 by the following roll call vote:

AYES: Council Members: Sicairos, Samra, Espinoza

NOES: Council Members: None

ABSENT: Council Members: Soria

ADJOURNMENT

The meeting was adjourned by consensus at 7:30 p.m.
