AGENDA ITEM: Resolution Awarding Bid for the City of Livingston LED Street Lights Retrofit Project – Phase I.

RECOMMENDATION:

Staff recommends that the Council adopt Resolution No. 2016-_, accepting the low bid from Siemens Industry Inc, ITS for $15,136.00 and authorizing the Interim City Manager to sign the Agreement on behalf of the City of Livingston.

BACKGROUND:

The City of Livingston is currently upgrading the City’s streetlights within the Merced Irrigation District service area.

The funds for this project will be provided from the City’s Gas Tax Allocation, Transportation Development Act Fund (TDA), Citywide Consolidated Landscape Maintenance Assessment District No. 1 Fund (LMD), and Benefits Assessment District (BAD) accounts.

Each account will pay 25% of the project costs. The major work consists of installing 308 Owner-furnished LED luminaries on existing street lights in the City of Livingston.

The project was advertised on February 25, 2016, and March 3, 2016 and bids were opened March 15, 2016.

DISCUSSION:

A total of 6 bids were opened and read aloud at 2:00 p.m. on March 15, 2016, this being the advertised bid opening date and time. The low bid was submitted by Siemens Industry Inc, ITS in the amount of $15,136.00. The bid results are as listed:

FISCAL IMPACT:

Construction costs for the project will be covered using $3,784.00 from Gas Tax, $3,784.00 from TDA, $3,784.00 from LMD, and $3,784.00 from BAD. These project expenditures have already been budgeted for this current fiscal year.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON ACCEPTING BID AND AWARDING CONTRACT TO SIEMENS INDUSTRY INC, ITS FOR LED STREET LIGHTS RETROFIT PROJECT – PHASE I

WHEREAS, the Invitation to Bid for the LED STREET LIGHTS RETROFIT PROJECT – PHASE I in the City of Livingston was listed in the Modesto Bee on February 25, 2016, and March 3, 2016; and

WHEREAS, the project will consist of installing 308 Owner-furnished LED luminaires on existing street lights in the City of Livingston; and

WHEREAS, the following bids for the project were publicly opened and read aloud at the Livingston City Hall on March 15, 2016 at 2:00 p.m.

WHEREAS, the City Engineer’s Estimate was $50,000.00.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LIVINGSTON RESOLVES upon the recommendation of the City Engineer that the LED STREET LIGHTS RETROFIT PROJECT – PHASE I be awarded to: Siemens Industry Inc, ITS, 1585 Parkway Blvd., West Sacramento, CA 95691 in the amount of Fifteen Thousand One Hundred Thirty-Six Dollars ($15,136.00).
