RECOMMENDATION:

Staff recommends that the Council adopt Resolution No. 2016-_, awarding the bid to Rolfe Construction Company for $1,148,413.00 for the Livingston Downtown Street Improvements and authorizing the Interim City Manager to sign the Agreement on behalf of the City of Livingston.

BACKGROUND:

The City made plans to construct a renovation/beautification project in the downtown area of Main Street, from "D" to near the railroad tracks.

Improvements include new sidewalks, wheelchair ramps, bulbouts at street comers, stamped concrete borders, tree wells, landscaping, landscape irrigation, decorative street lights and pavement repairs.

The improvements will help to improve the appearance of the downtown area and enhance pedestrian safety. The new facilities will meet applicable accessibility standards.

The design phase of the project was completed in early 2016 and the project was advertised on March 1, 2016, March 8, 2016 and March 15, 2016 and bids were opened March 29, 2016.

DISCUSSION:

A total of 4 bids were opened and read aloud at 2:00 p.m. on March 29, 2016, this being the advertised bid opening date and time. The low bid was submitted by Rolfe Construction Company in the amount of $1,148,413.00.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON ACCEPTING BID AND AWARDING CONTRACT TO ROLFE CONSTRUCTION CO. FOR DOWNTOWN STREET IMPROVEMENTS

WHEREAS, the Invitation to Bid for the DOWNTOWN STREET IMPROVEMENTS in the City of Livingston was listed in the Modesto Bee on March 1, 2016, March 8, 2016 and March 15, 2016; and

WHEREAS, the project will primarily consist of constructing approximately 17,000 square feet of sidewalk, 1,800 linear feet of curb and gutter, 8 bulbouts, 23 tree wells, 18 new street lights, pavement grinding and paving on Main Street, in the City of Livingston; and

WHEREAS, the following bids for the project were publicly opened and read aloud at the Livingston City Hall on March 29, 2016 at 2:00 p.m.

WHEREAS, the City Engineer’s Estimate was $1,114,032.30.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LIVINGSTON RESOLVES upon

the recommendation of the City Engineer that the DOWNTOWN STREET IMPROVEMENTS be awarded to: Rolfe Construction Co., 3573 Southern Pacific Avenue, Atwater, CA 95301 in the amount of One Million One Hundred Forty-Eight Thousand Four Hundred Thirteen Dollars ($1,148,413.00).
