RECOMMENDATION:

Staff recommends that the Council adopt Resolution No. 2016-_, rejecting the Bid Proposal received by GEMS Environmental for the Fire Station/City Hall and Public Works Yard Emergency Generators and directing City Staff to re-advertise the project.

BACKGROUND:

The major work consists of furnishing and installing a I OOkW generator for the Fire Station/City Hall and a 60kW generator for the Public Works Yard.

The project was advertised on May 31, 2016, June 7, 2016, and June 14, 2016.

DISCUSSION:

A total of 1 bid was opened and read aloud at 2:00 p.m. on June 21, 2016, this being the advertised bid opening date and time. The bid was submitted by GEMS Environmental in the amount of $199,814.97 and was considerably higher than the Engineer’s Estimate. The Bid results were as listed:

GEMS Environmental $199,814.97

Engineer’s Estimate $160,000.00

FISCAL IMPACT:

There will be no fiscal impact.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON REJECTING BID FROM GEMS ENVIRONMENTAL AND RE-ADVERTISING THE

FIRE STATION/CITY HALL AND PUBLIC WORKS YARD EMERGENCY GENERATORS

WHEREAS, the Invitation to Bid for the FIRE STATION/CITY HALL AND PUBLIC WORKS YARD EMERGENCY GENERATORS in the City of Livingston was listed in the Modesto Bee on March 31, 2016, June 7, 2016 and June 14, 2016; and

WHEREAS, the major work consists of furnishing and installing a 1OOkW generator for the Fire Station/City Hall and a 60kW generator for the Public Works Yard in the City of Livingston; and

WHEREAS, the following bid for the project was publicly opened and read aloud at the Livingston City Hall on June 21, 2016 at 2:00 p.m.

Contractor Total Bid

GEMS Environmental $199,814.97

WHEREAS, the Engineer’s Estimate was $160,000.00; and

WHEREAS, the GEMS Environmental bid is considerably higher than the Engineer’s Estimate and the City Engineer recommends rejecting the bid and re-advertising the project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LIVINGSTON

RESOLVES upon the recommendation of the City Engineer that the bid from GEMS Environmental for the FIRE STATION/CITY HALL AND PUBLIC WORKS YARD EMERGENCY GENERATORS be

rejected and the project be re-advertised.
