RECOMMENDATION

Staff recommends that the Council adopt Resolution No. 2016-_, accepting the low bid from Vanguard Construction, Inc. for $163,960.00 and authorizing the Interim City Manager to sign the Agreement on behalf of the City of Livingston.

BACKGROUND

The major work consists of constructing approximately 2,590 square feet of sidewalk, 518 linear feet of curb and gutter, 3 driveway approaches, 1 curb ramp, asphalt pavement widening, and storm drain improvements on Stefani Avenue and Crowell Street in the City of Livingston.

The design phase of the project was completed in mid-2016 and the project was advertised on September 13, 2016, September 20, 2016, September 27, 2016, and October 4, 2016, and bids were opened October 11, 2016.

DISCUSSION

A total of 4 bids were opened and read aloud at 2:00 p.m. on October 11, 2016, this being the advertised bid opening date and time. The low bid was submitted by Vanguard Construction, Inc in the amount of $163,960.00 The Bid results were as listed:

FISCAL IMPACT

   

Construction of the project will be covered using a Congestion Mitigation Air Quality (CMAQ) grant and City Funds. The CMAQ grant covers 88.53% of the Construction and Construction Engineering Costs, with a City match of 11.47% which will be paid using PDA and Gas Tax funds.

WHEREAS, the major work consists of constructing approximately 2,590 square feet of sidewalk, 518 linear feet of curb and gutter, 3 driveways approaches, 1 curb ramp, asphalt pavement widening, and storm drain improvements on Stefani Avenue and Crowell Street in the City of Livingston.; and

WHEREAS, the following bids for the project were publicly opened and read aloud at the Livingston City Hall on October 11, 2016 at 2:00 p.m.

RESOLVES upon the recommendation of the City Engineer that the CMAQ – SIDEWALK INFILL PROJECT FEDERAL PROJECT NO. CML-5256(016) be awarded to: Vanguard Construction, Inc.

651 Enterprise Court Livermore, CA 94550 in the amount of One Hundred Sixty-Three Thousand, Nine Hundred Sixty Dollars ($163,960.00).
