RECOMMENDATION:

Staff recommends that the Council adopt Resolution No. 2016-_, accepting the low bid from George Reed, Inc. for $262,658.25 and authorizing the Interim City Manager to sign the Agreement on behalf of the City of Livingston.

BACKGROUND

The major work consists of constructing approximately 803 linear feet of curb and gutter, 4,015 square feet of sidewalk, 2 ADA curb ramps, and constructing approximately 23,000 square feet of asphalt pavement on F Street in the City of Livingston.

The design phase of the project was completed in mid-2016 and the project was advertised on September 13, 2016, September 20, 2016, September 27, 2016, and October 4, 2016, and bids were opened October 11, 2016.

DISCUSSION

A total of 3 bids were opened and read aloud at 2:30 p.m. on October 11, 2016, this being the advertised bid opening date and time. The low bid was submitted by George Reed, Inc. in the amount of $262,658.25. The Bid results were as listed:

FISCAL IMPACT

Construction of the project will be covered using a Congestion Mitigation Air Quality (CMAQ) grant and City funds. The CMAQ grant covers 88.53% of the Construction and Construction Engineering Costs, with a City match of 11.47% which will be paid using TDA, Gas Tax, and RTSP funds.

WHEREAS, the Advertisement to Bid for the CMAQ – F STREET PEDESTRIAN/BIKE IMPROVEMENTS FEDERAL PROJECT NO. CML-5256(014) in the City of Livingston was listed in the Modesto Bee on September 13, 2016, September 20, 2016, September 27, 2016, and October 4, 2016; and

WHEREAS, the major work consists of constructing approximately 803 linear feet of curb and gutter, 4,015 square feet of sidewalk, 2 ADA curb ramps, and constructing approximately 23,000 square feet of asphalt pavement on F Street in the City of Livingston; and

WHEREAS, the following bids for the project were publicly opened and read aloud at the Livingston City Hall on October 11, 2016 at 2:30 p.m.

RESOLVES upon the recommendation of the City Engineer that the CMAQ – F STREET PEDESTRIAN/BIKE IMPROVEMENTS FEDERAL PROJECT NO. CML-5256(014) be awarded to:

George Reed, Inc., 140 Empire Avenue Modesto, CA 95354 in the amount of Two Hundred Sixty-Two Thousand, Six Hundred Fifty-Eight Dollars and Twenty-Five Cents ($262,658.25).
