RECOMMENDATION:

Adopt Resolution No. 2017-_, approving a one (1) time lump sum payroll payment to employees in recognition for their City services.

BACKGROUND:

The City had successful negotiations in 2015 by entering into three-year Memorandums of Understanding (MOUs) with all bargaining groups. All represented and non-represented units negotiated modifications to their wages and/or benefits. The Current MOUs expired on June 30, 2018.

The City’s current financial situation affords the ability to provide a one (1) time lump sum payment to recognize City staff for their services.

The meet and confer procedure was done with all represented bargaining units.

DISCUSSION:

Approve a one (1) time lump sum payroll payment of $500 (gross) to all full-time staff and $250 (gross) to all permanent part-time staff.

FISCAL IMPACT:

Cost is estimated to be near $30,000 with approximately 50% funded by the general fund and remaining 50% by other special revenue funds including enterprise funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON APPROVING A ONE (1) TIME LUMP SUM PAYROLL PAYMENT TO EMPLOYEES IN RECOGNITION FOR THEIR CITY SERVICES

WHEREAS, the City of Livingston had successful negotiations in 2015 by entering into a three year Memorandums of Understanding (MOUs) with all bargaining groups; and

WHEREAS, all units negotiated modifications to their wages and/or benefits; and

WHEREAS, the current MOUs expire on June 30, 2018; and

WHEREAS, the City’s current financial situation affords the ability to provide a one (1) time lump sum payment to recognize City staff for their services; and

WHEREAS, City Council authorizes Interim City Manager to process a one (1) time lump sum payroll payment to City employees.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Livingston hereby approves a one (I) time lump sum payroll payment to City employees as follows: $500 (gross) to full-time employees and $250 (gross) to part-time permanent employees.
