AGENDA ITEM: Resolution Approving Authorized Staff Signatories to the California

Department of Housing and Community Development (HCD) for HOME Investment Partnerships Program Funds.

RECOMMENDATION:

Staff recommends adoption of Resolution No. 2011 approving submittal of updated approved staff signors to the California Department of Housing and Community (HCD) for HOME Investment Partnerships Program (“HOME”) funds.

BACKGROUND:

 

On August 4, 2009, the City approved that the City Manager and/or the City Finance Director be authorized to execute, in the name of the City all documents required by HCD for participation in the HOME Program, and any amendments thereto.

On November 17, 2010, HCD contacted the City of Livingston and noted because of staff changes within the City that a new resolution be adopted to provide new and/or additional authorized signors for the HOME Investment Partnerships Program. HCD staff recommends having at least two approved signors for the HOME Investment Partnerships Program.

DISCUSSION:

 

The City of Livingston is currently working with funds from the 09-HOME-6199 grant. In order to facilitate fund draws and other necessary documents, the City Finance Director is requesting approval that Senior Accountant Jasmin Bains, who facilitates the 09-HOME-6199 Grant and works with HCD staff, be an additional signor for the City of Livingston.

RESOLUTION NO. 2011-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGTON APPROVING AUTHORIZED SIGNATORIES FOR THE AWARDED 09-HOME- 6199 UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM

WHEREAS, on August 4, 2009, the City of Livingston approved that the City Manager and/or the City Finance Director be authorized to execute any and all documents or instruments necessary and any amendments thereto, and or required by the Department of Housing and Community Development (HCD) or the California Department of Housing and Urban Development (HUD) for participation in the HOME Investment Partnerships Program (collectively, the required documents); and

WHEREAS, in response to City staffing changes, an amendment is presented to have the City Finance Director and/or Senior Accountant be authorized to execute any and all documents or instruments necessary and any amendments thereto, and or required by the HCD or HUD for participation in the HOME Investments Partnership Program (collectively, the required documents).

NOW, THEREFORE, BE IT RESOLVED, that it is deemed in the best interest of the City of Livingston that the City Finance Director and/or Senior Accountant be authorized to execute, in the name of the applicant, the application, consultant agreement, the Standard Agreement, and all other documents required by HCD for participation in the HOME Investment Partnerships Program, and any amendments thereto.
