A Special Meeting of the Livingston City Council was held on July 26, 2012, in the City Council Chambers with Mayor Espinoza presiding.
CALL TO ORDER
Mayor Espinoza called the meeting to order at 6:00 p.m.

Mayor Espinoza opened and closed the public comment period at 6:02 p.m. as there were no comments from the public.
The Council adjourned to Closed Session at 6:02 p.m. to discuss the following matters:
1. Conference with Legal Counsel – Potential Litigation

The Council came out of Closed Session to begin the Regular Meeting at 6:58 p.m.

DISCUSSION AND POTENTIAL ACTION ITEMS
4. Resolution Approving a One (1) Year Memorandum of Understanding Between the City of Livingston and the Livingston Police Officers’ Association (LPOA) Employees Unit.
City Attorney Sanchez explained the City has been in negotiations with the Livingston Police Officers’ Association (LPOA) employees unit during the last fiscal year. They have finished fact finding and this is a deal they have brought to the City Council which has been ratified by the LPOA. It is a one-year agreement for the period July 1, 2011 through June 30, 2012. If approved, negotiations will start again between the City and the LPOA for the next fiscal year and upcoming years.

Mayor Espinoza opened and closed the comment period at 7:00 p.m. as there were no public comments.
Motion: M/S Samra/Espinoza to adopt Resolution 2012-56, a Resolution of the City Council of the City of Livingston approving a one (1) year Memorandum of Understanding (MOU) between the City of Livingston and the Livingston Police Officers’ Association (LPOA) employees unit for the period July 1, 2011 through June 30, 2012. The motion carried 3-0 by the following roll call vote:
AYES: Council Members: Espinoza (reluctantly), Land (against my better judgment), and Samra (reluctantly)
NOES: Council Members: None
ABSENT: Council Members: Vierra and Aguilar
