CLOSED SESSION/SPECIALMEETING

LIVINGSTON CITY COUNCIL

JUNE 12, 2012

A Closed Session/Special Meeting of the Livingston City Council was held on June 12, 2012, in the City Council Chambers with Mayor Espinoza presiding.

CLOSED SESSION

CALL TO ORDER

Mayor Espinoza called the meeting to order at 6:00 p.m.

ROLL CALL

Mayor Pro-Tem Margarita Aguilar (Excused)

Council Member Frank Vierra

Council Member Theresa Land

Council Member Gurpal Samra (Excused)

Mayor Espinoza opened the meeting for public comments. There were no comments from the public. The Council subsequently adjourned to Closed Session at 6:00 p.m. to discuss the following matters:

1. Conference with Legal Counsel—Potential Litigation

[(Government Code Section 54956.9(b)(1)]

Number of Cases: 2

2. Conference with Labor Negotiator

(Government Code Section 54957.6)

Agency Negotiator: City Manager Jose Antonio Ramirez

Employee Organizations: All Represented City Employees

The Council came out of Closed Session to begin the Special Meeting.

ANNOUNCEMENTS AND REPORTS

Supervisor John Pedrozo Announcements and Reports.

None.

City Staff Announcements and Reports.

Community Development Director Kenney announced that Taco Bell has started framing. She received a call from Deide Construction, owners of the hotel parcel. We may be hearing from them again in the near future.

Staff is currently working on comments from the Livingston Commons senior project. Several meetings ago she provided Council with six different chapters of the municipal code and she hasn’t received any comments back from Council as of yet.

Engineer Gottiparthy gave an update on Wells 16 and 13.

City Manager Announcements and Reports

City Council Members’ Announcements and Reports.

None.

Mayor’s Announcements and Reports.

Mayor Espinoza asked if all the subcontractors had been coming in and getting their business licenses.

Director Kenney noted that they have all been coming in to obtain a business license.

Mayor Espinoza added that he wanted Public Works to note that there was a lot of grass on the sidewalks on Campbell Boulevard and East Avenue.

CONSENT CALENDAR

No items.

DISCUSSION AND POTENTIAL ACTION ITEMS

1. City Council to Approve a Sixth Month Interim Solid Waste Contract with Sunset Waste Systems.

City Manager Ramirez tabled this item. He also introduced representatives with Sunset Waste.

Mayor Espinoza shared that Gilton Solid Waste contacted the City at the last minute and decided to go with a month to month contract until the City went out for Requests for Proposals (RFPs).

2. Fiscal Year 2012-2013 Budget Workshop #1: General Fund Operations.

Assistant City Manager/Finance Director Ortiz presented the General Fund operations for the City’s Fiscal Year 2012-2013 Budget.

Discussion and a question and answer period followed. As this was a budget workshop only, no action was taken by the Council.

ADJOURNMENT

The meeting was adjourned by consensus at 8:47 p.m.
