SPECIAL MEETING

LIVINGSTON CITY COUNCIL

OCTOBER 16, 2013

 

A Special Meeting of the Livingston City Council was held on October 16, 2013, in the City Council Chambers with Mayor Espinoza presiding.

 

CLOSED SESSION

 

CALL TO ORDER

 

Mayor Espinoza called the meeting to order at 6:08 p.m.

 

ROLL CALL

Mayor Pro-Tem Gurpal Samra

Council Member Jim Soria

Council Member Arturo Sicairos

Council Member David Mendoza (Excused Absence)

 

Mayor Espinoza the meeting for public comments at 6:11 p.m. There were no comments from the public. The Council adjourned to Closed Session immediately thereafter to discuss the following matters:

1. Conference with Labor Negotiator

(Government Code Section 54957.6)

Labor Negotiator: City Manager Jose Antonio Ramirez

Employee Organizations: All Represented City Employees

2. Conference with Legal Counsel – Potential Litigation

[(Government Code Section 54956.9(d)(2)]

REGULAR MEETING

 

Mayor Espinoza called the meeting to order at 7:14 p.m.

DISCUSSION AND POTENTIAL ACTION ITEMS

 

3. Resolution Approving a one (1) Year Memorandum of Understanding Between the City of Livingston and the AFSCME Public Works and Parks Employees unit.

City Manager Ramirez commented that the City has come to agreement with Public Works.

The agreement includes; creating a furlough day, a medical insurance contribution of $50.00 per month, reducing the amount of vacation time that employees can cash out, and phone calls will be charged in increments of 15 minutes instead of one hour.

Mayor Pro-Tem Samra thanked City Staff and the bargaining group for their professionalism.

Mayor Espinoza stated that he was not too happy with resorting to furlough days. He believes that the community will suffer from lack of services.

Mayor Espinoza opened the public comments section at 7:21 p.m.

Katherine Schell-Rodriguez, P.O. Box 163 commented that Public Works employees have a lot of responsibilities. A large portion of their responsibilities is their involvement in community related activities like parades, the street fair and festival. Ms. Schell-Rodriguez asked how furlough days will conflict with festivals that fall on a Friday.

City Manager Ramirez replied that volunteerism is a big part of community events. Festivals should be self sustaining and for that reason the City is going to manage overtime and scheduling. There will be some effect, but he hopes to get volunteer participation from the Police Explorers program to meet that need.

Motion: M/S: Samra/Sicairos to adopt Resolution No. 2013-52 Approving a One (1) Year Memorandum of Understanding Between the City of Livingston and the AFSCME Public Works and Parks Employees unit. The motion carried 3-1 by the following roll call vote:

AYES: Council Members: Sicairos, Soria, Samra,

NOES: Council Members: Espinoza

ABSENT: Council Members: Mendoza

ADJOURNMENT

 

Mayor Espinoza adjourned the meeting at 7:24 p.m.
