AND PLANNING COMMISSION
AUGUST 28, 2013
A Joint Special Meeting of the Livingston City Council and Planning Commission was held in the City Council Chambers on August 28, 2013, with Mayor Espinoza presiding.
PLANNING COMMISSION INTERVIEWS
At 5:30 p.m. the City Council began to interview Christina Valencia and Ranjeet Jhutti for the position of alternate Planning Commissioner. No action was taken. The City Council announced that they will appoint the alternate Planning Commissioner at a future meeting.

Mayor Espinoza called the meeting to order at 6:00 p.m.

CHANGES TO THE AGENDA
Mayor Espinoza opened and subsequently closed citizen comments at 6:03 p.m. as there were no comments from the public.
1. Ratification of Proclamation Given in Honor of Meyers Nave Sacramento 10 Year Anniversary.
Mayor Espinoza introduced the item.
Motion: M/S Samra/Sicairos to approve the consent calendar. The motion carried 4-0-1 by the following roll call vote:
AYES: Council Members: Sicairos, Soria, Samra, Espinoza
NOES: Council Members: None
ABSENT: Council Members: Mendoza
2. Presentation by AIA/SDAT – Implementation Plan for a Downtown Cultural Arts District.
The American Institute of Architects (AIA) /Sustainable Design Assessment Team (SDAT) gave a joint presentation reflecting on their three day charrette in the City of Livingston. The presentation was comprised of many elements which addressed issues such as; creating civic spaces, community gardens, murals, land bridges, and connectivity through landscaping. The professionals created a set of goals that were organized chronologically; short term goals, mid-term goals, and long-term goals. The team then presented visual schematics of the proposed cultural arts district and afterwards they answered questions from the City Council, Planning Commission, and the community. AIA/SDAT will compose a thorough report and release it to City Staff in the near future.
Mayor Espinoza adjourned the meeting at 8:02 p.m.
