AGENDA ITEM: City Council Authorization to Accept an Office of Traffic Safety (OTS) Grant in the Amount of $45,000.

RECOMMENDATION:

The City Council authorize the acceptance of an Office of Traffic Safety (OTS) grant in the amount of $45,000. The Police Department applied and was approved for a grant to enforce vehicle code violations in the City of Livingston. The Police Department recommends acceptance of this grant.

BACKGROUND:

The Police Department has implemented the Community Enhancements and Safe Environments (CEASE) Program to provide public safety for the residents of Livingston. As a component of the CEASE Program, one of the program goals was to provide safer roadways for City residents, especially those traveling to and from school. The department has evaluated the need to provide education in the area of traffic safety as well as increase traffic enforcement. The department met with OTS staff to identify programs to fulfill these goals. The department developed a comprehensive traffic education and enforcement program to include developing a training video to be shown at all five Livingston schools.

The department will additionally provide enforcement in the area of driving under the influence, speed enforcement, distracted driving enforcement, passenger restraint enforcement, and lastly, service of outstanding arrest warrants for traffic violations. The grant will additionally fund the training of two officers to attend the updated Drug Recognition Expert course.

DISCUSSION:

This grant is for a one year period beginning the federal fiscal year of October I, 2013. The grant covers all the needed equipment as well as the overtime to pursue the grant goals. The Police Department will manage and report on the grant activities as required.

FISCAL IMPACT:

The Police Department will receive grant funding via the Office of Traffic Safety (grant host), in the amount of $45,000. There is no impact to the General Fund.
