RECOMMENDATION:

Staff is seeking the City Council’s direction on how to proceed in appointing members to the Livingston Parks and Recreation Commission.

BACKGROUND:

At the January 20, 2015, City Council meeting, staff informed the Council that the terms of the current membership would expire on January 31, 2015. Staff also noted that the current membership was polled and only one member, Maria Baptista, expressed interest in continuing to serve. The Council authorized staff to advertise the vacancies for a 30-day period with a deadline of February 20, 2015.

The vacancies were advertised on the City website, posted on the City Hall bulletin board, newspaper, and word of mouth. However, as of the deadline only three people had applied, Rosa Gomez, Jack Maciel, and Eva Ybarra-Garibay. Mrs. Baptista did not reapply.

DISCUSSION:

Staff has experienced a difficult time over the last 13 years finding people to apply for membership. During the last two years, staff has had to cancel 14 of the 20 scheduled meetings due to lack of a quorum, lack of agenda items, or due to a holiday.

In an effort to attract more applicants, staff recommends that the Council authorize staff to re-advertise the vacancies (7 members, 3 alternates) for another 30-day period. After the new deadline, staff will interview all applicants to determine their interest and commitment before their appointment by the City Council.
