RECOMMENDATION:

Staff recommends that the Council accept the low bid from Conco West, Inc. for $1,542,000.00 and authorize the Interim City Manager to sign the Agreement on behalf of the City of Livingston (City).

BACKGROUND:

The City of Livingston’s Well No. 17 was drilled a few years ago as part of the Sun Valley Estates subdivision but was not completed.

In 2013, the City received a CDBG grant that included $1,395,349.00 to be used towards the completion of the well.

Water quality analysis of the well revealed levels of manganese and arsenic close to the maximum contaminant level (MCL) allowed. Consequently, in addition to completing the well, the City decided to also install wellhead treatment facilities to remove those constituents.

The City Council approved the purchase of treatment equipment from Loprest Water Treatment Co. in December 2014. The major work for the project will include equipping the well, installing the treatment equipment, and site improvements.

The project was advertised on August 3, 2015, August 10, 2015, August 17, 2015, and August 24, 2015 and bids were opened September 3, 2015.

DISCUSSION:

A total of 5 bids were opened and read aloud at 2:00 p.m. on September 3, 2015, this being the advertised bid opening date and time. The low bid was submitted by Conco West, Inc. in the amount of

$1,542,000.00. The Bid results were as listed:

FISCAL IMPACT:

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON ACCEPTING BID AND AWARDING CONTRACT TO CONCO WEST, INC. FOR WELL #17 IMPROVEMENTS AND WELLHEAD TREATMENT

WHEREAS, the Invitation to Bid for the WELL #17 IMPROVEMENTS AND WELLHEAD TREATMENT in the City of Livingston was listed in the Merced Sun Star on August 3, 2015, August 10, 2015, August 17, 2015, and August 24, 2015; and

WHEREAS, the project will consist of equipping the existing well, constructing miscellaneous piping and site improvements, and installing an owner-furnished manganese and arsenic removal treatment system; and

WHEREAS, the following bids for the project were publicly opened and read aloud at the Livingston City Hall on September 3, 2015 at 2:00 p.m.
